The underlying unit of scheduling in Pulsar is a "bundle", bundles contain groups of topics in a namespace. If you create too many namespaces, that means too many bundles and can result in poor metadata performance.

If you are looking for maybe just 10000 topics across 100 tenants/ns, that would not be a cause for concern
